You are wasting your time with all the other things that have been
suggested to you. The problem is with the RJ-11 and RJ-45 handbox and
encoder cords.
I battled this same problem last summer. I discovered through a series of
trial and error process of elimination that both the RJ-11 and RJ-45
connectors get "lax" in the handbox and encoder sockets. So the fit is NOT
snug enough in the socket to maintain a consistent state of connectivity.
What will happen are spontaneous and short-lived disconnects dsrupting the
electrical continuity which sends the RA into the continuous run you speak
of.
Replacing the cords is only a temporary solution for the new cords will
"lax" in time ( i.e. a month !!! ) as well. The only solution I have found
that works is to get some felt or thin card board and "shim" both ends of
the handbox cord and the encoder cord RJ connectors when putting them into
their respective sockets.
Since I have been doing this the problem has complately disappeared for a
year now.
