Oh well. Ruled out the simplist.

If Chris' idea doesn't pan out (which amounts to a power-on-reset of the
LX200), can you try using a computer to command the scope instead of the
keypad? Perhaps there's a perverse failure mode involving the keypad and/or
the keypad/LX200 base connection that allow the pad to give the proper
visual LCD feedback, but not actually command the scope that could be worked
around with another command source. If that were not to work, with separate
computer and cabling from the keypad, the problem would have to be in the
base.

Just a thought before you end up getting into the base. What's suspicious
to me is the both axes are not being driven. The problem sounds pretty high
up in the food chain - not just a burned out motor or errant RA or DEC drive
signal. Sounds more fundamental. Like the overall signal is not making it
out to either motor drive "switch," or there's no power being switched.
Perhaps a quick peek at Dr. G's site where he has taken a stab at the
circuit diagram would provide some hints as to what, electrically, could
cause the failure to guide in both axes. Something common to both,
obviously. Power, actuating signal, keypad command-to-LX200... Sounds to
me like something that in retrospect will be obvious and also relatively
easy to fix (electrical vs mechanical).
