This sounds like the common problem when power supply pulse filters on
computer power supplies are not grounded.Capacitors across the mains supply
split the supply into half if they are not grounded .That would explain the
50 volts or so in the USA.In Uk it would be 120v as our mains power supply
is twice yours. Thew capacitors limit the amount of current to a few milli
amps but that is enough to destroy chips.
