ACP automatically adjusts for DST. If you read the fine print in the
Sites window you'll note that the UTC offset to use is the _standard
time_ offset for your location -- regardless. Also, when the ACP
installer finishes, it automatically opens the date/time control panel
after telling you to confirm the time zone and DST preferences
settings for your location. This is to help you ensure that your
computer itself is properly configured for time zone and DST (some
states don't have DST, like Arizona).
If you set things up according to the (hopefully) clear directions,
you never have to fiddle with the UTC offset in your scope. It's one
of ACP's features.
