Actually, my guess would be that he's saying it's intermittent.

I'm glad you offered to reciprocate though; I can understand it ok but doubt if
I could do as good a job of writing down a translated response!

Not bad on the translation. Just a pedantic correction in that the sentence
beginning with "Apparently..." I would translate as: "Apparently, there's a
short circuit that's causing it to fail." Other than that minor change, I
wouldn't change anything else.

I, too, would offer my services to translate for Washington, provided that
we keep the length of the reply reasonable.
