That's not the whole story. Increasing the mass will change the
frequency of the vibrations and perhaps reduce their magnitude. But
what you really want is something that will absorb the energy of the
vibrations and turn it into heat. You can have an amazingly strong
pier but it may still vibrate like crazy. Filling the pier with sand
not only increases its mass but also helps with damping as all the sand
grains rub against each other. Lead is better not only because it is
heavier but also because it is soft. Packing the pier with sawdust
might actually help a little if it was packed VERY tightly but this is a
lot more work and less effective than sand.
