My wife and I discussed this before pouring our concrete pier, and decided
to ignore the prospect of moving. Basically we figured if we have to move,
we'll hire someone to yank the thing out of the ground and truck it
away. Not worth making special provisions for something that might not
happen in 5, 10, or 15 years.

This is standard procedure. Your deck or observatory floor should not
touch the pier. Make a hole in the floor.
