YES: you adjust the screws in such a way that the
CENTER BOX of the cross-hairs stays CENTERED
when ROTATING the EP in the EP holder.

I just bought a Meade 9mm Reticel EP. Since it has two perpendicular
adjustment knobs for adjusting the crosshair position in the FOV, is
there an easy way to set the crosshairs so that they are in the middle
of the FOV?
