Are you sure it's not moving? The dec offset of Polaris from the pole is
very small, only about 3/4 of a degree. So it uses slow speed and may not
be obvious, and motor noise may not be very audible (especially with the new
dec bearings!) Watch the dec fine adjust knob and see if it turns.
