Alan's suggestion is a good one and may do the trick. If not, it sure sounds like some sort of foreign object might be lodged in the grease on the RA gears. There have been reports of machining chips and other trash stuck in the grease from the factory. There are lots of instructions in the www.MAPUG.com archives about cleaning and regreasing. If you have trouble finding them, let us know.
Another problem might be some sort of serious issue with the gears. Others more knowledgeable than I might be able to chime in here. If you bought the scope sans cables, hand paddle, etc. (which is unusual to say the least) it may be an indication that the scope was abused.
