Yes.
There used to be a 'rule of thumb' at work, when removing IC's from a board.
It runs, "If you want to be sure to save the board, _cut_ the chip off,
before desoldering the legs individually". The highest failure rate when
trying to remove chips from boards, comes when you are trying to save both
chip and board...
