Yes, the Dec knob is of marginal use, unless you use the scope in LAND mode (unpowered) regularly.

The only time that I ever use it is when I do an initial "rough align" with Polaris to make sure my tripod is reasonably close to alignment. At that time, it is useful to have the knob to get to Dec 90. Of course, this is just a convenience, most people don't do this.

Leaving it off is certainly a good idea, especially at star parties where people mistakenly think it is a focus knob, since the Meade focus knob and the dec knob look pretty similar.
