This rings a bell for me too but cant recall where I saw it either. In
Terance Dickinson and Alan Dyers book "The Backyard Astronomers Guide"
there is a good section on limiting magnitude with a chart of Ursa Minor
on page 117. This can be used to rate your sky conditions.
