Yes, alt.binaries.pictures.astro exists and has reasonably good
distribution. As an anti-spam measure in that newsgroup, preface your
postings with the subject header "ASTRO" to notify other users that you're
posting a valid message/image or other users might ignore it...

Unless my information is seriously out of date, the sci.astro.fits
newsgroup is a DISCUSSION forum. It would not be appropriate to
post images there. "another newsgroup made for posting images"
will probably have "binaries" as one component of its name.
I have not been following the FITS group, but I'm certain that
it was created for discussion of the format/software/etc. Perhaps
posting binaries there is common practice, but if so it is still
poor form.
It is FAR better to place images on the Web or an FTP site, if at all
possible.
The newsgroup alternative is less useful, and I KNOW for a fact
my info on alt.binaries is out-of-date---but is there not an
alt.binaries.pictures.astro?
