I had exactly the same problem on my LX50.
I was advised to use a rubber glove and to persevere because it would
eventually move. I did and it did. I needed the advice to keep going because
one never likes to use force but it sure needed it.
I used gloves on both hands. One to turn the centre hub of the circle and
one to friction grip the edge of the circle itself. This applies extra
leverage to get the thing moving. I also had to lock the dec axis first.
It will move. Just don't do it up so tight again and you will be able to
make slight adjustments to the circle by just turning this and not loosening
the hub as well.
