There are two inexpensive options I know of:

1. Get FITSview. It can be downloaded via ftp from
ftp://dns2.inside.ch/softlib/i386/astro/fits/fitsv130.zip

2. If you have photoshop 3.05 or 4.01 there is a FITS plugin available
from ftp://dns2.inside.ch/softlib/i386/astro/fits/photoshop/FITSPL11.zip

Note that the files are on one of my servers, so they might not be the
latest versions. Please consult the respective readme or helptext to
locate the original locations.
