Yes, Kal is correct on all points. Some of us buck the system, though.
(by the way, does anyone know if Meade recommends that scopes bought *before*
the change in recommended voltage should also change to 18V operation -
that would indicate whether or not any hardware changes were made to
accommodate the higher recommended voltage.)
