With good atmospheric conditions (only) which happen only once in awhile, you
should definitely be able to see the airy disk at very high power (over 200x,
I have even boosted it up to 400 to 600x)
Keep trying and report back, summer 96' may be your best bet for stable skies
in Philly, look for hazy nights
